Cincinnati Preschool Providers
The Cincinnati Preschool Promise Community Provider Network connects Cincinnati preschool providers across home-based, centers, and parochial preschool providers in Cincinnati. CPP has three key programs for preschool providers:
- Quality Improvement,
- Tuition Assistance, and
- CPP Plus
each designed to strengthen the Cincinnati preschool providers who are members of the CPP Community Provider Network while supporting children and families.
Eligibility for each initiative is determined through an application process and specific criteria for Step Up to Quality rating and student enrollment.

Tuition Assistance for Cincinnati Preschool Providers
High-quality preschool providers that have received a Silver or Gold rating from Ohio’s Step Up to Quality system may participate in our Tuition Assistance program.
The Tuition Assistance program enables us to extend access beyond financial support from other federal, state, local, and private funding sources. That’s because sometimes those funding sources just aren’t enough. Our Tuition Assistance program helps close the funding gap with supplemental or full financial support for families who, would not be able to send their children to preschool. More than 90% of CPP families report to us that they would not be able to fully afford a preschool education for their child without CPP’s financial assistance.
Our Tuition Assistance program also helps Community Providers
- Maintain or increase their high-quality ratings,
- Maximize access to high-quality preschool, and
- Fill their classrooms to fulfill their business potential.
CPP’s Evaluation Reports and wage studies consistently show that providers designated as high-quality and participating in Tuition Assistance are better able to provide higher wages, benefits, and more for the early childhood educators they employ.
Tuition Assistance Eligibility Requirements
Community Providers, eligible to participate in the CPP Tuition Assistance program are Family Child Care, single, and multi-center sites, and Parochial Schools, within the Cincinnati Public School district.
Each Provider must have achieved a 3, 4, 5 stars, Silver or Gold quality rating in Ohio’s Step Up to Quality (SUTQ) system. These Providers are designated by CPP as “high-quality.” As members of the CPP network and an essential part of delivering quality early childhood education, Tuition Assistance Providers commit to:
- Adopt a spirit of transparency in reporting outcomes and data-sharing
- Participate in an annual external evaluation
- Attend the Provider Annual Meeting and all Provider Briefings
- Complete a Provider Application and Annual Extension Agreement
- Adhere to all CPP policies and procedures beyond the already stringent requirements of licensure and the SUTQ system.
Quality Improvement for Cincinnati Preschool Providers
Quality Improvement (QI) initiatives support Community Providers in creating and maintaining high-quality learning environments that are aligned with Ohio’s Step Up To Quality (SUTQ) tiered rating and improvement system for early learning and development programs.
Community Providers with a demonstrated commitment beyond basic licensing, health, and safety standards are invited to participate in the QI network. Preschools develop goal-oriented plans to implement research-based learning and development practices that lead to better outcomes for children. These plans include goals for teacher professional development and credentialing, evidence-based instructional practices, and family engagement strategies.
CPP’s Quality Improvement initiatives include:
- Quality Improvement Coaching to support earning higher Step Up to Quality ratings.

When you achieve a high-quality rating, you become eligible to enroll Cincinnati Preschool Promise students and accept tuition funding.

Cincinnati Preschool Provider Spotlight: Champion Childcare
Fatima Jones, Owner

Jones comes from a family of childcare Providers. Her grandmother and father are the inspiration for the preschool legacy she has built. CPP Plus adds extra supports beyond tuition assistance and core QI, such as business and workforce-focused resources, to strengthen provider quality, staff stability, and long-term sustainability.
